The UIL State Executive Committee (SEC) voted to suspend Dallas Samuell head coach Danny Cobbin due to multiple UIL violations related to player eligibility, including falsification of Previous Athletic Participation Forms (PAPF), allowing non school employees to coach and submitted false residency documents.
The punishment handed down to Cobbin was a two-year suspension from coaching, a public reprimand and a three-year probation. Cobbin will have to reappear before the UIL SEC before returning to coaching.
The allegations against Cobbin and the Samuell football program surfaced via three emails that were submitted to the UIL in October. The allegations accused the staff at Samuell of not conducting home visits, falsifying PAPFs and utility statements to garner player eligibility. Additionally, there were allegations of using non-school employees as coaches and conducting practices outside of UIL guidelines.
A week later, a self-report from Dallas Independent School District (DISD) to the UIL advised that five Samuell football players were found to be not eligible to compete for Samuell, as a result DISD forfeited games Samuell participated in. A total of seven wins were forfeited and one game that was forfeited before being played.

Cobbin was immediately placed on administrative leave by Dallas ISD pending an investigation. After a DEC meeting on January 16 he was found to have committed rules violations and was referred to the UIL SEC. Dallas ISD assistant athletic directors MT Tyeskie and Brian Barnett personally investigated some of the student athletes and found through conversations with parents that no home visits took place and the addresses listed on the PAPFs were not valid.
Dallas Samuell was also issued a public reprimand and placed on one year probation. DEC found no wrongdoing of illegal practices or wrongdoing when it comes to non-certified coaches. However, in the SEC meeting the UIL found that Samuell did use a non-certified coach, which is a violation of UIL rules.
