Why are more of Texas' top 100 recruits headed out of state than staying in it?

Why are so many Texas high school football recruits committed to schools outside of the Lone Star State? Top recruits like DJ Lagway (Florida), Max Anderson (Tennessee) and James Peoples (Ohio State) are all going out of state.
